Broadband Working Group - Act 231, SLH22

Established under Act 231 of the 2022 Session Laws, this working group was charged with developing a statewide broadband strategy for Hawaii, examining infrastructure gaps, funding mechanisms, affordability programs, and regulatory barriers to universal high-speed internet access. It convened representatives from state agencies, telecommunications providers, community groups, and federal partners. Its recommendations informed Hawaii's broadband plan and approach to federal BEAD program funding.

This working group's strategy shaped how billions in federal broadband infrastructure funding are being allocated in Hawaii, affecting which communities get fiber or fixed wireless service and how affordable programs are structured.
