The Council on Revenues is an independent body that produces official state revenue forecasts used by ke Kiaʻāina and Legislature to set Hawaii's budget. It meets multiple times per year to review economic conditions, tax collection data, and revenue projections, and its forecasts legally constrain how much the state can appropriate. Forecast revisions up or down directly trigger budget adjustments and can determine whether new programs are funded.
