Data Sharing and Governance Working Group

This working group developed frameworks and recommendations for how Hawaii state agencies share data with each other, with the public, and with external researchers, addressing privacy protections, technical standards, and legal authorities for data exchange. It examined barriers to interagency data sharing that limit program effectiveness and the governance structures needed to manage data responsibly. Its recommendations informed administrative and legislative action on state data infrastructure.

Better data sharing among state agencies can improve the delivery of social services, healthcare, and benefits to Hawaii residents by reducing duplicative paperwork and identifying those who need help. Residents also have a privacy interest in understanding how their government data is shared and protected.
