Windward Planning Commission

The Windward Planning Commission is one of two planning commissions for Hawaii County, with jurisdiction over the eastern and northern districts of the Big Island including Hilo, Puna, Hamakua, and portions of North Kohala and Kaʻū. It reviews and acts on applications for special management area permits, subdivision approvals, special permits in agricultural and rural districts, and variances within its jurisdiction. The commission operates under the Hawaii County Planning Department and the Hawaii County Code.
