What This Authority Does
The Hawaii Public Housing Authority (HPHA) owns and operates the state's public housing units, administers federal Section 8 Housing Choice Voucher programs, and manages federally funded public housing projects across all islands. The board sets policies for tenant eligibility, rent calculations, lease enforcement, and property management. HPHA serves some of Hawaii's lowest-income residents who cannot afford market-rate housing.
