Honolulu Local Emergency Planning Committee

The Honolulu Local Emergency Planning Committee (LEPC) is a federally mandated body under the Emergency Planning and Community Right-to-Know Act that coordinates hazardous materials emergency planning for the City and County of Honolulu. It maintains the local emergency response plan for hazmat incidents, conducts community outreach on chemical hazards, and ensures that facilities storing hazardous substances report their inventories. The LEPC includes representatives from government, industry, emergency services, and the community.

Honolulu's industrial areas, harbors, and military facilities store significant quantities of hazardous materials, and the LEPC's planning determines how effectively the community would respond to a chemical emergency. Residents living near industrial or fuel storage facilities have a right to know about nearby chemical hazards through LEPC processes.
