The Kanaka ʻŌiwi Roll Commission was established by the Hawaii Legislature to prepare and maintain a roll of qualified Kānaka ʻŌiwi, fulfilling a prerequisite for the reorganization of a Kanaka ʻŌiwi governing entity. Hoʻoholo ʻia eligibility criteria, conducts outreach, and certifies individuals as qualified for inclusion on the roll. The roll is a foundational element in the process toward federal recognition and the establishment of a Kanaka ʻŌiwi self-governing body.

Kānaka ʻŌiwi who seek to participate in governance of a future Kanaka ʻŌiwi entity need to be registered with the roll; this commission's eligibility decisions determine who can participate in that process.
