West Maui Transportation Access Plan

The West Maui Transportation Access Plan is a Department of Transportation planning initiative that develops long-term strategies to improve transportation options and access in west Maui, which relies almost entirely on a single highway corridor that is vulnerable to natural disasters and traffic congestion. The plan examines road improvements, alternative transportation modes, and emergency access options to reduce the area's transportation vulnerability and improve daily mobility for residents and workers. It coordinates with Maui County and community stakeholders on implementation priorities.

Lahaina and west Maui residents experience some of the worst traffic congestion in the state and rely on Highway 30 for all access — the 2023 wildfire dramatically illustrated the life-safety risks of this dependence. Community members can engage with the planning process to advocate for transportation improvements that improve both daily mobility and emergency evacuation capability.
