第一步：找到誰代表您
Hawaii 有多個層級的代表。根據您的地址，您可能有：

第三步：提交您的信件
電子郵件
電子郵件是最快且最常見的方式。大多數議員和縣議員在其官方頁面上列有公開的電子郵件地址。使用清楚的主旨行：「選區居民關於 [主題] 的信件」或「書面證詞——[法案編號或議程項目]」。
郵寄
實體信件可能很有效，特別是對州議員。將信封寄到民意代表的議會大廈或選區辦公室。使用其官方頁面上列出的地址。為實體郵件預留額外時間——不要在聽證會前一天才郵寄。
Hawaii 州議會聽證會的書面證詞

- 書面證詞通常在聽證會前 24 小時截止

- 對於 Honolulu，書面證詞通常可以在會議前通過電子郵件提交給議會秘書

公眾評論期
- 州機構會公布擬議規則和環境文件以徵求公眾意見
- 評論期通常為 30 至 45 天，公布在 Hawaii 行政規則和官方通知中
- 通過具體通知中列出的方式提交——通常是電子郵件或郵寄給機構
有效信件的提示
- 要具體。「我住在擬建開發場地三個街區之外，以下是我觀察到的」比模糊的一般性陳述更有力。
- 要簡潔。一到兩頁就足夠了。民意代表收到很多信件——一封集中的信件更有可能被完整閱讀。
- 要尊重。即使您強烈不同意，尊重的語氣更有效。民意代表也是人。
- 簽上您的名字並附上地址。匿名信件份量較輕。如果您是寫給州議員，他們需要知道您是其選區的選民。
- 寫自己的信。公式化的信件會被計算在內，但分享個人經驗的個人信件更有影響力。
- 按時提交。對於聽證會，至少在 24 小時前提交書面證詞。對於公眾評論期，不要等到最後一天。
