\nFor Information Only. Executive Director Mark Garrity will provide a summary of current activities at the O`ahuMPO\, an update on the status of federal funding and programs affecting the MPO and will recap the most recent Citizen Advisory Committee and Technical Advisory Committee meetings.

\nA.    Title VI Implementation Plan
\n 
\nO`ahuMPO staff will present an overview of the draft Title VI Implementation Plan\, which explains how the agency ensures its transportation planning work is free from discrimination and provides equitable access for all communities. It outlines policies\, procedures\, monitoring\, and reporting requirements that keep O`ahuMPO in compliance with federal civil rights laws. 
\n 
\nThis plan is a combined document designed to meet FTA and FHWA requirements and is guided by 23 CFR 200 for FHWA requirements and FTA Circular C 4702.1B for FTA requirements. It was completed in close consultation with the State of Hawai`i Department of Transportation (HDOT) Civil Rights Office which has oversight over O`ahuMPO on Title VI program implementation. 
\n 
\nRequested Action:  Adopt the updated 2026 Title VI Implementation Plan
\n 
\nB.    Search for New O`ahuMPO Executive Director and Establishment of a Permitted Interaction Group (PIG)
\n 
\nThe existing OahuMPO Executive Director\, Mark Garrity\, announced that he will retire at the end of 2026. The O`ahuMPO Policy Board will discuss the process for recruiting and selecting a new Executive Director. Pursuant to HRS §92‑2.5(b)\, the Board may establish a Permitted Interaction Group (PIG) to carry out specific tasks related to this effort.
\n 
\nRequested Action:  Establish a Permitted Interaction Group (PIG) to conduct the search for the next O`ahuMPO Executive Director and direct the PIG to report its recommendations to the Policy Board at a future meeting.
\n 
\nC.     Highway Safety Performance Target Selection
\n 
\nAs required by 23 CFR 490.270\, O`ahuMPO staff will present 2026 Highway Safety Performance Targets for O`ahu in response to the Statewide targets set by HDOT.  O`ahuMPO staff will propose targets for the following categories: fatalities\, rate of fatalities\, serious injuries\, rate of serious injuries\, and non-motorized fatalities and serious injuries. 
\n 
\nO`ahuMPO staff will provide additional background data on fatal crash contributing factors\, fatalities by road user\, and total crashes. The presentation will also cover non-federally required performance measures including percent of crashes caused by speeding\, impaired\, distracted\, and reckless/aggressive driving. Staff will discuss current safety initiatives underway by O`ahuMPO.

\nRequested Action:  Adopt the proposed 2026 highway safety performance targets and direct O`ahuMPO staff to incorporate them into the metropolitan transportation planning process.

\nD.     City and County of Honolulu Department of Transportation Services Discussion of Current Safety Initiatives
\n 
\nRepresentatives from the City and County of Honolulu Department of Transportation Services will provide an overview of current safety initiatives to address roadway fatalities and serious injuries. The presentation will focus on projects and programs identified through the O`ahu Vision Zero Action Plan and supported through both federal and local funding sources. 
\n
