Updates on Legislation Potentially Affecting the Board 1.    SB 2519\, CD1\, Relating to Law Enforcement Companion Bill: HB 2077  •    Summary: Extends the statutory deadlines in HRS sections 139-6 and 139-7 governing statewide law enforcement officer certification and employment eligibility. •    Status: Both chambers passed CD1 on April 24\, 2026\; Senate passed Final Reading as amended (CD1) on May 1\; the House passed Final Reading on May 6\; it was enrolled to the Governor on May 7. SB2519 CD1 was signed by the Governor on June 8\, 2026 (Gov. Msg. No. 1207) and became Act 107. 2.    SB 2593\, SD1\, HD1\, Relating to the Law Enforcement Standards BoardCompanion Bill: None  •    Summary: Exempts certain positions of the Law Enforcement Standards Board from the State’s civil service law and collective bargaining requirements.•    Status: The last recorded action was March 30\, 2026\, when the House adopted the JHA report and referred the measure to the Committee on Finance (FIN). The HD1 version apparently died in House Finance. 3.    HB 1976\, HD1\, SD1\, Relating to Dementia Companion Bill: SB 2867  •    Summary: Requires the Hawaii Emergency Management Agency\, fire chiefs\, Law Enforcement Standards Board\, and Department of Health to make available at least one hour of dementia-specific training for first responders\, including law enforcement officers\, fire first responders\, and emergency medical services personnel.•    Status: SD1 passed the Senate on Third Reading as amended on April 10\, 2026. The House disagreed on April 14\, and the conference committee was scheduled to reconvene on May 1\, 2026. No conference committee report appears to have been filed\, with no final reading passage in either chamber.
