\nII.        Review and Approval of June 4\, 2026 Meeting Minutes
\nIII.       Public Testimony
\nIndividuals who are unable to provide testimony at this time will be allowed an opportunity to testify when specific agenda items are called.
\nIndividuals may provide oral testimony at the meeting or may submit written testimony in advance of the meeting via email ahcinfo@hawaii.gov  or via mail addressed to 1151 Punchbowl Street B10\, Honolulu\, Hawaii 96813\, Subject: AHC Testimony. 
\nIn accordance with Hawai‘i Revised Statutes\, Section 92-3 and the Committee’s prior vote on August 22\, 2025\, testimony will be limited to five minutes per person per agenda item\, at the discretion of the Chair to modify this limit at any given meeting. Testimony can be presented through the virtual Teams conference room or in person at the physical meeting location indicated above.
\nIV.       Review and Approval of Statements of Work (SOW)\; Discussion and Appropriate Action 
\n1.         Department of Business\, Economic Development and Tourism – Creative Industries Division – Tax Credit Hub - SOW Amendment 2 
\nTyler Hawaii has developed an online tax credit hub application to allow production companies to apply for film tax credits online and for the State staff to review the submissions\, certify the tax credits\, provide a certification letter\, and generate reports. This SOW Amendment 2 makes the following changes to the online tax credit hub application.a.     Expands portal storage capacity.b.     Amends the pre-production registration form.c.     Amends the Hawaii production report.        
\nDevelopment fees: $49\,214.64           Hosting fees: $837.70 annually           Maintenance and Support fees: $14\,869.10 annually           Transaction fees: No portal fee\; only the 2.5% credit/debit card or $1.00 eCheck processing fee.  
\n2.         Department of Business\, Economic Development and Tourism – Hawaii Film Office - Standard Film Permits - SOW 
\nThe Department of Business\, Economic Development and Tourism currently processes all standard film permits for films shot in Hawaii using email and paper forms for data collection and intake. Communications and approvals are handled via e-mail\, and application fees are all handled via paper check or other approved department methods. This SOW covers the implementation of an online solution that allows the storage and management of standard film permit applications\, enables customers to apply for standard film permits online\, and supports communication between applicants\, staff\, and agencies throughout the film permit application process. This will be accomplished in two phases.

\nV.        State Internet Portal Manager Contract Plan - Status Update
\nThe Office of Enterprise Technology Services (ETS) will provide a high-level overview of ETS’ current progress\, activities\, and next steps for the State Internet portal contract. The State internet portal contract is an agreement between the State and Tyler Hawaii to establish\, develop\, operate\, maintain\, and expand an internet portal for the purpose of increasing electronic access among residents\, businesses\, and government agencies.
\nVI.       Update on the Ongoing Accessibility Compliance Roadmap for Internet Portal Services\; Discussion and Appropriate Action
\nTyler Hawaii will present a progress summary report outlining the accessibility roadmap and progress to date. 
\nVII.      Portal Program Manager’s Report\; Discussion and Appropriate Action
\n1.     Tyler Hawaii Bimonthly Report – Portal Program Updates
\nTyler Hawaii manages the ehawaii.gov services under the State internal portal contract. This bimonthly report provides an overview of the recent activities\, customer feedback\, financial report\, upcoming projects\, awards\, service updates\, and agreements.
