\nNOTICE OF MEETING
\n     Saturday\, August 15\, 2026
\nUniversity of Hawai‘i at Mānoa\, Campus Center Executive Dining Room

\nPLEASE NOTE: This meeting will be held in person only. No Zoom\, teleconference\, or other remote participation option will be available.
\nMembers of the public may attend and provide testimony in person. Written testimony may be submitted prior to the meeting according to the instructions below.
\nPurpose:
\nThe Advisory Board Meeting’s purpose is to update the Advisory Board Members of HSCN mandates and activities and to seek their input and guidance on current and future business.
\nAgenda:
\n       I.          CALL TO ORDER\, & ROLL CALL & MINUTES (11:30–11:35 AM) 
\n1.         Call to Order and Roll Call and determination of quorum.
\n2.        Welcome and introductions of Advisory Board members\, HSCN leadership\, staff\, and invited guests.
\n3.        Approval of Minutes (Action Item): Review and vote to approve the meeting minutes from May 5\, 2026.
\n     II.          PUBLIC TESTIMONY (11:35–11:40 AM) The Board will accept oral and written testimony from the public on any agenda item. Each testifier is limited to two minutes per item.
\nAll communications from the public to the Hawai‘i State Center for Nursing are welcome and are distributed to all Advisory Board members. To enable the Board to conduct its business efficiently\, public comment is invited on any agenda item. If you are unable to provide testimony during this initial period\, you will be afforded an additional opportunity to testify when specific agenda items are called for deliberation or action. For the record\, please identify yourself and any organization you represent. In accordance with Board policy and to ensure all participants have the opportunity to be heard\, oral testimony is limited to two (2) minutes per testifier per agenda item. 
\nIt is highly recommended that written testimony be submitted in addition to oral comments.
\nThis meeting is being conducted via interactive conference technology under Section 92-3.7\, Hawai‘i Revised Statutes. Board members are required to maintain a visual connection for the duration of the meeting to ensure a legal quorum. Under Act 12 (2024)\, all remote testifiers have the option to be seen on camera while providing testimony. 
\nPlease note that if the Board loses its audiovisual connection to the public broadcast\, the meeting will recess. If connectivity is not restored within thirty (30) minutes\, the meeting shall be automatically terminated and rescheduled.
\nPlease be advised that all testimony\, whether submitted orally or in writing\, is a public document. Any information provided for use in the public meeting process is public information and will be posted on the Board’s website for public inspection. The Board reserves the right to remove any individual who willfully disrupts or compromises the conduct of this remote meeting.
\n       I.          OPENING REMARKS & ANNUAL REFLECTION (11:40 AM–12:00 PM) 
\nHSCN leadership and Advisory Board leadership will provide opening reflections and annual updates\, including:
\n1.         Recognition of incoming and continuing Advisory Board members.
\n2.        Reflection on the Advisory Board’s role in supporting HSCN statutory mandates under HRS §304A-1404.
\n3.        Overview of annual priorities\, opportunities\, and goals for the upcoming year.
\n 
\n     II.          ANNUAL HSCN YEAR IN REVIEW (12:00–12:40 AM)
\nPresentation and discussion regarding HSCN activities\, accomplishments\, and progress during Fiscal Year 2025–2026:
\n1.         Staff Presentations: Annual Report overview\, Nursing Workforce Supply\, Enhanced Nursing Education\, Nursing Professional Development\, Leadership Development\, organizational updates\, strategic initiatives\, and Fiscal Year 2026–2027 priorities.
\n2.        Advisory Board Discussion: Board discussion\, comments\, questions\, and strategic guidance regarding HSCN activities\, statutory mandates\, strategic priorities\, and future direction.
\n 
\n   III.          FUTURE PRIORITIES & PLANNING DISCUSSION (12:40–12:55 PM) 
\nDiscussion regarding emerging issues\, priorities\, and opportunities for future Advisory Board consideration.
\n1.       Advisory Board Discussion: Identification of emerging issues related to HSCN statutory mandates (HRS §304A-1404)\, strategic priorities\, and Hawaiʻi's nursing workforce for consideration at future Advisory Board meetings 
\n   IV.          UPCOMING EVENTS (12:55–1:00 PM) 
\nAnnouncement of upcoming HSCN activities and events.
\n     V.          ADJOURNMENT (1:00 PM)
\n   VI.          NEXT MEETING & PUBLIC RECORDS
\n1.       Next Meeting: November 3\, 2026\, from 4:00 PM – 5:30 PM.

\nDue to other scheduled events on the University of Hawai‘i at Mānoa campus\, attendees are encouraged to allow additional time for parking and walking to the meeting location.
\nVisitor parking is available at the UH Mānoa Lower Campus Parking Structure and other designated visitor parking areas. Members of the public attending the Advisory Board meeting are responsible for their own parking arrangements and any applicable parking fees.
\nParking passes will be issued to HSCN Advisory Board members in advance. Parking passes will be issued based on availability and RSVP status.

\nAny interested person may submit written testimony to the Board on any agenda item by regular mail\, email\, or fax. Testimony should be submitted to the Hawai‘i State Center for Nursing via email at HSCFN@hawaii.edu\, by fax to (808) 956-0547\, or by mail to 2528 McCarthy Mall\, Webster Hall 402\, Honolulu\, HI 96822. In accordance with Act 12 (2024)\, individuals wishing to provide oral testimony during this remote meeting have the option to be seen on camera in addition to being heard. Testifiers are requested to identify themselves and any organization they represent for the record. To ensure all voices are heard\, each individual is allotted five minutes per agenda item\, or an amount of time otherwise designated by the Chairperson. Public comment is invited on every agenda item\; if you are unable to testify during the initial public comment period\, you will be given an additional opportunity to speak when that specific item is called. Please be advised that this meeting is being conducted via interactive conference technology\; if the audiovisual connection to the public is lost for more than 30 minutes\, the meeting will be automatically terminated and rescheduled.
