Please include the word “testimony” and the subject matter following the address line. We request submission of testimony at least 24 hours prior to the meeting to ensure that it can be distributed to the Committee members. Copies of the Advisory Committee Packet will be available for on-line review at: https://dab.hawaii.gov/blog/main/pqmtgs/. Copies of the Committee packet are also available for inspection at the PQB at 1849 Auiki Street\, Honolulu\, HI 96819. 2 For internet\, telephone\, and in-person access\, when testifying\, you will be asked to identify yourself and the organization\, if any\, that you represent. Each testifier will be limited to two minutes of testimony per agenda item. If internet and phone connection is lost\, the meeting may reconvene when either audiovisual communication or audio-only communication is established within 30 minutes. The public may access the reconvened meeting by clicking the link again or calling one of the numbers provided above. If it is not possible to reconvene the meeting within 30 minutes after an interruption\, then check the agency’s website for information as to whether the meeting will be continued to an alternative date and time\, or the meeting may be terminated. Request to: (1) Preliminarily Review the Currently Unlisted Wasp\, Metaphycus macadamiae (Hymenoptera: Encyrtidae)\, for Future Placement on the List of Restricted Animals (Part A) as a Biocontrol Agent of Acanthococcus ironsidei (Hemiptera: Eriococcidae)\, by the Department of Agriculture and Biosecurity\, Plant Pest Control Branch (DAB-PPC)\; (2) Provided the Wasp\, Metaphycus macadamiae\, is Placed on the List of Restricted Animals (Part A)\, Establish Permit Conditions for the Import\, Possession and Field Release of the Wasp Metaphycus macadamiae as a Biocontrol Agent of Acanthococcus ironsidei by DAB-PPC\; and (3) Provided the Wasp\, Metaphycus macadamiae\, is Placed on the List of Restricted Animals (Part A)\, Allow the Import\, Possession\, and Field Release from the DAB-PPC Insect Containment Facility of the Wasp\, Metaphycus macadamiae\, by Permit\, for Biocontrol of Acanthococcus ironsidei by DABPPC\; B. Request for: (1) Review of the Petition From Kunani and Ipo Nihipali to Initiate Administrative Rule Making to Implement an Interim Rule Pursuant to Hawaii Revised Statutes §150A-9.5\, to Restrict the Transportation of Plants\, Soil\, Gravel\, and Other Coconut Rhinoceros Beetle (CRB) Host Material Including Decomposing Plant Material Such as Compost\, Wood or Tree 4 Chips\, and Mulch\, Plant Propagation Medial and Other Items Comprised of Decomposing Organic Plant Material Such as Landscaping Material or Erosion Control Socks\, to the Island of Molokai From Any Other Area in the State\, to Prevent the Spread of CRB\; (2) A Finding that the Existing Regulations in 4-72\, Hawaii Administrative Rules\, Related to the Interisland Movement of Plants\, Soil\, Gravel\, and Other CRB Host Material Including Decomposing Plant Material Such as Compost\, Wood or Tree Chips\, and Mulch\, Plant Propagation Medial and Other Items Comprised of Decomposing Organic Plant Material Such as Landscaping Material or Erosion Control Socks is Insufficient to Prevent the Spread of CRB to the Island of Molokai From Any Other Area in the State and Constitutes an Emergency Justifying an Interim Rule\; and (3) Adoption of an Interim Rule to Further Restrict the Movement of Plants\, Soil\, Gravel\, and Other CRB Host Material Including Decomposing Plant Material Such as Compost\, Wood or Tree Chips\, and Mulch\, Plant Propagation Medial and Other Items Comprised of Decomposing Organic Plant Material Such as Landscaping Material or Erosion Control Socks to Prevent the Spread of CRB to the Island of Molokai From Any Other Area in the State.
