Approval of the State Fire Council (SFC) Fiscal Year (FY) 2027 First Quarter meeting minutes of August 4\, 2026\nD. Approval of the Agenda\nII. Old Business\nA. FY 2027 SFC and Reduced Ignition Propensity Cigarette Program (RIPCP) Memorandum of Agreement (MOA) update.\nThe SFC will review and discuss the current status of the FY 2027 MOA between the SFC\, the Department of Law Enforcement\, and the Honolulu Fire Department. The purpose of MOA is to continue the established framework to reimburse the City and County of Honolulu for monies paid for the SFC’s and the RIPCP's staffing positions and related administrative costs following the transfer of the SFC to the DLE under Act 302.\nB. Examination requirements for the Fire Protection Systems (FPS) Certificate of Fitness (COF).\nIn previous quarterly meetings\, the SFC discussed the potential requirements for subject matter expertise in installation methods and techniques for personnel that perform inspection\, testing\, and maintenance of FPS. The SFC may decide to add such requirements to Hawaii Administrative Rules (HAR) Chapter 12-44.1.\nC. Restaurant kitchen hood cleaning certification.\nIn previous quarterly meetings\, the SFC discussed the potential requirements for statewide certification for personnel that perform cleaning (degreasing) of commercial kitchen hood exhaust systems. The SFC may decide to add such requirements to HAR Chapter 12-44.1.\nD. Potential amendment to Hawaii State Fire Code\nThe SFC will review and discuss current State Fire Code requirements related to flow testing for manual dry standpipes. The SFC may decide if an amendment to the State Fire Code is needed to require flow testing for manual dry standpipes.\nE. FY27 National Fire Academy (NFA) Off-Campus Course 2nd Selection Period.\nThe NFA courses selected for FY 2027 by SFC's member fire departments will be reviewed.\nF. Governor's Emergency Proclamation Related to Affordable Housing.\nThe SFC will review and discuss the effect to the State Building and Fire Codes by the current Proclamation.\nIII. New Business\nA. National Fire Protection Association (NFPA) update\nGary Honold of the NFPA will present updates on subjects related to the fire code.\nB. International Code Council (ICC) update\nBryan Imai of the ICC will present updates on subjects related to building and fire codes.\nC. 2027 Legislation\nThe SFC will discuss and decide on reintroduction of bills (that died in the 2026 session) for the 2027 Legislative Session. The SFC may also discuss its strategy to preserve and/or improve fire and life safety related to any anticipated 2027 Legislative bills.\nD. RIPCP update\nThe SFC will discuss the current status of the RIPCP Special Fund.\nE.
