\nDiscussion and Possible Action: Request for Comments from Maui County Councilmember Kauanoe Batangan on a Draft Bill Amending the Residential Workforce Housing Policy to Require a Percentage of Workforce Housing Units Be Set Aside for Disabled Persons (PAF 26-016). The draft bill amends Sections 2.96.090 (for-sale units) and 2.96.100 (rental units)\, Maui County Code. The Council may discuss and take action on:

\nThe percentage of workforce housing units SILC recommends be set aside for persons with disabilities (the draft proposes 15 percent)\;
\n
\n
\nWhether the set-aside should apply only to projects receiving federal\, state\, or county funds\;
\n
\n
\nHow the set-aside relates to federal accessibility requirements\, and whether set-aside units should be accessible units\;
\n
\n
\nThe definition of "disabled person" and the proposed self-attestation on ownership and rental applications\;
\n
\n
\nSelection priority and the filling of rental vacancies within the set-aside\;
\n
\n
\nOther proposed revisions to the draft bill\; and
\n
\n
\nAuthorizing the Chair or designee to submit SILC's written comments to the Maui County Council by October 13\, 2026.
