Testifiers are limited to three (3) minutes to testify on each agenda item. Testifiers may only testify once per item. Testifiers are asked to provide their name and the organization they represent but may remain anonymous if they prefer.\n \nIN-PERSON TESTIMONY: Sign-up at the physical location.\n \nREMOTE TESTIMONY: Testifiers via video may sign-up using the chat function by sending a message to staff signifying their intention to testify\, their name\, and the item they wish to testify on. Testimony shall not be submitted within the chat function\, the chat function may not be used to contact Policy Board members or other meeting participants\, for commenting on the agenda items\, or other matters. Individuals may be disconnected from the meeting for breaking decorum.\n \nAll non-board members are asked to mute their audio and video at all times\, except when called upon by the Chair to testify or speak.\n \nWRITTEN TESTIMONY: Written testimony may be submitted by email to getinvolved@mauimpo.org or to the Maui MPO\, 200 South High Street\, Wailuku\, Hawaiʻi\, 96793. A meeting held by interactive conference technology shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with Policy Board members participating in the meeting or with the public location identified above. Topics may include administrative updates\; updates on active plans and projects\; a financial report\; and federal legislation\, regulations\, and policies that impact MPOs.\n \nNo action is necessary.\n \nIV.             Unfinished Business\n \nV.                New Business\n \na.      2026 Association of Metropolitan Planning Organizations Annual Conference Report \nThe Policy Board is in receipt of a report from Policy Board Chair Hashimoto\, Board Member Miyake\, and the Executive Director on the 2026 Association of Metropolitan Planning Organizations Annual Conference.  \n \nNo action is necessary.\n \nb.      Maui MPO Brand Refresh\nThe Policy Board may receive a presentation from Kit Zulueta Furukawa\, Maui MPO’s outreach and communications consultant\, related to the Maui MPO brand refresh.  \n \nThe Board may vote to: (1) approve the design recommended by Maui MPO staff and its outreach and communications consultant\; (2) approve a different design than recommended by Maui MPO staff and its outreach and communications consultant\; or (3) defer.\n \n \nc.       State of Hawaiʻi Department of Transportation performance targets and Transportation Asset Management Plan (TAMP) 2026 Update\nRepresentatives of the State of Hawaiʻi Department of Transportation will provide an update on the State DOT’s performance targets and Transportation Asset Management Plan. \n \nThe Board may vote to: \n(1) Adopt the State DOT NHS bridge and pavement performance targets and support the State DOT Transportation Asset Management Plan\; \n(2) Establish different NHS bridge and pavement performance targets than those adopted by the State and support the State DOT Transportation Asset Management Plan\;\n(3) Adopt the State DOT NHS bridge and pavement performance targets and recommend revisions to the State DOT Transportation Asset Management Plan\; \n(4) Establish different NHS bridge and pavement performance targets than those adopted by the State and recommend revisions to the State DOT Transportation Asset Management Plan\; or\n(5) Defer.\n \nVI.             Announcements\n \na.      Updates from Departments and Staff\nb.      Next Meeting: November 12\, 2026\, at 9:00 a.m.\n \nVII.          Adjournment
