The state budget is the most consequential document Hawaii government produces each year, allocating billions of dollars across education, health, transportation, and public safety. The legislature passes a biennial budget through committee hearings where residents can testify on specific line items. County governments run their own budget processes with annual public hearings. Capital Improvement Projects — schools, roads, harbors — are approved separately through CIP schedules that set the physical infrastructure agenda for years ahead.
