Council on Revenues

The Council on Revenues is an independent body that produces official state revenue forecasts used by Thống đốc and Legislature to set Hawaii's budget. It meets multiple times per year to review economic conditions, tax collection data, and revenue projections, and its forecasts legally constrain how much the state can appropriate. Forecast revisions up or down directly trigger budget adjustments and can determine whether new programs are funded.

The Council on Revenues' projections determine the size of the budget envelope within which Cơ quan Lập pháp funds schools, healthcare, infrastructure, and every other state program.
