The Hawaii Emergency Management Agency (HI-EMA) is the state agency responsible for coordinating disaster preparedness, response, recovery, and mitigation across all hazards in Hawaii, including hurricanes, tsunamis, earthquakes, volcanic eruptions, and terrorism. It operates the state's emergency operations center, administers federal emergency management grants, and coordinates with county civil defense agencies and federal partners including FEMA.
