Hawaii Public Housing Authority

The Hawaii Public Housing Authority (HPHA) owns and operates the state's public housing units, administers federal Section 8 Housing Choice Voucher programs, and manages federally funded public housing projects across all islands. The board sets policies for tenant eligibility, rent calculations, lease enforcement, and property management.
