Honolulu Police Commission

The Honolulu Police Commission is the civilian oversight body for the Honolulu Police Department. It appoints and evaluates the Chief of Police, approves the HPD budget request to the City Council, reviews use-of-force policies, and investigates civilian complaints that have exhausted the internal HPD process. The Commission holds monthly public meetings and its decisions are recorded in public minutes.

The Police Commission is one of the primary mechanisms for civilian accountability over policing on O'ahu. Residents who have had encounters with HPD, who have concerns about departmental policy, or who want to understand how civilian oversight works can attend public meetings and submit oral or written testimony on agenda items.
