Public Land Development Corporation

The Public Land Development Corporation (PLDC) is a state entity authorized to develop and manage public lands in Hawaii for a variety of uses, including affordable housing, economic development, and community facilities. The corporation can enter into public-private partnerships, lease land, and develop projects on state and county properties that might otherwise sit underutilized. It operates with considerable flexibility compared to standard state land management processes.

The PLDC has authority over how public lands — including some of Hawaii's most valuable coastal and urban parcels — are developed and who benefits from that development. Residents can attend public meetings, submit comments on proposed projects, and engage with the legislature to shape the corporation's priorities and accountability measures.
