Western Interstate Commission for Higher Education

The Western Interstate Commission for Higher Education (WICHE) is a regional compact organization that includes Hawaii among its 16 member states, working to improve access to higher education and share resources across the western United States. WICHE administers student exchange programs that allow Hawaii residents to attend out-of-state institutions at reduced tuition when their desired programs are not available in Hawaii, and conducts policy research on higher education issues relevant to member states. It helps Hawaii expand educational opportunities for residents without the state having to offer every program on its own campuses.

Hawaii students seeking specialized graduate or professional programs not offered by UH can use WICHE's student exchange program to attend out-of-state schools at reduced tuition. Students, families, and educators can learn about WICHE program eligibility through the University of Hawaii or Sở Giáo dục.
