Working Group on State Civil Identification Card (Act 243 (2015))

This working group was established under Act 243 (2015) to develop recommendations for implementing a state civil identification card program in Hawaii that would provide a government-issued ID to residents who do not have a driver's license or other qualifying identification. The group examined eligibility requirements, acceptable documentation, issuing procedures, and uses for the proposed ID card to ensure it would serve residents without access to standard forms of identification. Its recommendations informed subsequent legislation and administrative rule development for the ID program.

A state civil ID card is critical for Hawaii residents who cannot drive but need identification to access government services, banking, employment, and other necessities. Community members who work with underserved populations — including unhoused individuals, immigrants, and elderly residents who no longer drive — can engage with the program implementation to ensure it reaches those who need it most.
