What's Being Discussed

The Condominium Property Regime Task Force, part of Hawaii's Department of Commerce and Consumer Affairs, is meeting on June 5, 2026 at 1:00 p.m. The group will review minutes from their April 24 meeting and then focus on two main areas:

• How condo complaints are handled: Representatives from the Regulated Industries Complaints Office (RICO) will explain how they receive, review, and resolve condominium-related complaints.
• Possible new rules and laws covering several topics, including:
  • Giving RICO more authority to enforce condo laws
  • Stronger fines for condo associations that repeatedly deny owners access to documents
  • Requiring real estate agents to take continuing education courses that include condominium topics
  • Improving financial disclosures for people buying condos
  • Studying whether condo managers should be licensed under a new or existing framework
  • Requiring condo boards to have a written process for resolving disputes with residents
  • Updating the rules around fines that condo associations can charge owners
  • Improving the condo registration process with the state

Decisions Expected

The Task Force is expected to discuss findings and make decisions on recommendations or proposed legislation for each of the topics listed above. No final laws will be passed at this meeting, but the group may agree on formal recommendations to move forward.
