What's Being Discussed

This is a reconvened meeting of the Maui County Council's Housing and Land Use Committee, originally scheduled for July 1, 2026. The committee will take up two related resolutions dealing with vacation rental and timeshare properties currently zoned as apartment districts in South Maui and West Maui.

• Resolution 26-110 proposes to send to the Maui Planning Commission a plan to rezone certain timeshare, leasehold, and small-unit properties — located in Māʻalaea, Kīhei, Lahaina, and Kāʻanapali — from apartment zoning to hotel zoning, so they can legally continue operating as short-term rentals or transient vacation rentals.
• Resolution 26-111 proposes a similar rezoning process for properties in Wailea, Lahaina, and Kāʻanapali that are currently operating like hotels but are zoned as apartment districts. Affected properties include Wailea Ekahi, Wailea Ekolu, The Palms at Wailea, Papakea, and Maui Eldorado.

Both resolutions would also amend the Kīhei-Makena and West Maui Community Plans to reflect hotel or resort designations for these properties.

Decisions Expected

• The committee may vote to recommend adoption of either or both resolutions, with or without changes.
• The committee may add or remove specific properties from the list before forwarding to the Planning Commission.
• The committee may also choose to file (take no action on) either resolution.
