What's Being Discussed

This is a reconvened meeting of the Maui County Council's Housing and Land Use Committee, originally scheduled for August 5, 2026. The committee will take up two resolutions related to short-term vacation rentals (TVRs) in coastal areas at risk from sea level rise.

• Resolution 26-129: Proposes sending to the Maui Planning Commission a plan to rezone eight apartment-zoned properties in the Sea Level Rise Exposure Area — in Mā'alaea, Kīhei, and Lahaina — to hotel zoning. This would allow those properties to legally continue operating as vacation rentals. Affected properties include Island Sands, Maalaea Kai, Kihei Bay Surf, Kihei Bay Vista, Lokelani, Hale Ono Loa, Pikake, and Hale Kai I.
• Resolution 26-130: Proposes similar rezoning for three additional properties — 10 Walaka Street in Kīhei and Makai Sunset Inn on Front Street in Lahaina — from apartment zoning to hotel zoning, also to allow vacation rental use to continue.

Both resolutions would also update the Kīhei-Makena and West Maui Community Plans to reflect the new hotel designations.

Decisions Expected

• The committee may vote to recommend adoption of either or both resolutions, with or without changes.
• The committee may add or remove properties from the proposed rezoning lists.
• The committee may also choose to set aside (file) either resolution without further action.
