What's Being Discussed

The Maui County Council's Disaster Recovery, International Affairs, and Planning (DRIP) Committee is continuing a meeting reconvened from September 21, 2026. The sole agenda item is Bill 108 (2026), which proposes to replace the old Kihei-Makena Community Plan with a new South Maui Community Plan.

The committee will focus its discussion on:

• Section 4 – Implementation and Monitoring: How the plan's goals will be carried out and tracked over time
• Section 3 – Growth Framework (if time allows): How future development and population growth in South Maui would be managed

The Planning Director submitted the draft plan in August 2026, along with documents showing how the plan changed during development and how its policies connect to broader county-wide planning goals.

Decisions Expected

• The committee may vote to recommend passing Bill 108 on first reading, with or without changes
• The committee may also choose to file the bill (set it aside without action) or take other related steps

Who Should Pay Attention

• Residents of South Maui, particularly the Kīhei and Mākena areas, whose community's long-term planning rules are being updated
• Landowners, developers, and businesses in South Maui who may be affected by new land use and growth policies
• Environmental and community advocates interested in how growth and development in South Maui will be guided going forward
